Doctor Who (2006) Easter Egg - Upgrade for the Doctor?

On Season Two, the Age of Steel, there are various people being upgraded into Cybermen. At the 30 minute mark, when all of the earpods stop working, you should see a line of people marching. At about center screen (behind the blonde woman) is a man. He should look familiar to fans of DW because it's Christopher Eccleston, the Ninth Doctor!
