Forsaken World Easter Egg - Smokey the Brown Bear Duke

First you have to get to Freedom Harbor. After you reach it go to Windward Cloister. This is outside of the city, to the right on the map.

Keep going till you see the Wild Bears. In the middle is the Brownbear Duke. GO UP AND TALK TO HIM. He will say ONLY YOU CAN PREVENT WILD FIRES! Just like Smokey the Bear.
