Run over to the resort area that is east/right of Pastoria city.
Walk up to the most northwest house and talk to the guy in there.
He will reveal that he is a developer of Pokemon, and depending on how far you are he might reward you with a certificate
The certificate does nothing but it is proof of your achievement
