Foster's Home for Imaginary Friends Easter Egg - Mandy?

In the episode of Foster's Home for Imaginary Friends, the episode where they're going to take the photo of all the friends, and Bloo and Mac try to figure out why everyone went missing one year, Bloo has some weird suggestions as to why the friends didn't show up in one picture. Bloo suggested that the friends were all adopted, and then returned. They show 3 people with friends: the first one saying "Too furry.", the second one saying, "Not tall enough. (wilt was in it) (Or too tall, I forgot. Please don't yell at me, I'm not perfect.)
And the last one was a really happy-looking friend with rainbows and stuff, and the person who supposedly adopted him was Mandy from the Grim Adventures of Billy and Mandy.
