I forget which level its in so don't blame me.
1.find one of the bonus levels that you have to race in
2.im not sure how many races there are but on one of them has cars that are on Tron

I remember that level, it is Tokyo Rooftops. To get to it from the main building, when facing AWAY from it, go to your first right, then keep goinging untill you can go into a small building. go into it to find the purple portal and the full health.
