Sam with kick off of the wall then grab the ledge. From here go left to the door with the keypad lock. Enter the code "5656" and you'll be granted access. When inside you'll meet Anna Grimdottir with a nice little dialogue. Knocking her out will of course result in your ousting from Third Echelon. There, I just saved you something like 10 - 15 minutes.
