Krusty was named after a clown in Groening's home town named "Rusty".

Krusty looks like homer because Krusty is Bart's hero. It's natural for him to gravitate towards someone that reminds him of his father who he does not recieve enough attention. It's a psychological device many shows and movies use, except it's usually done with imaginary friends.
