From the Main Menu, go to the Bonus Materials, move up once (to the upper right) to highlight the footprints and press enter. There are 4 short video clips of Spicoli's more famous lines.

you can find more quotes if you Put the Fast Times DVD into your DVD player and let it load up to the main menu. From the main menu select Language Selection. In the bottom right hand corner of the screen next to the Menu Flag, there are two footprints. Highlight the footprints and press enter. Here there are 4 clips of Spicoli's more famous lines from the movie.

This is NOT an Easter egg. This is simply a less-obvious menu choice. Anyone looking at the menu should be able to see that.
